???One of the things that disturbs me very much is that the average citizen, I think not unreasonably to the extent he or she thinks about it, realizes that as a taxpayer I'm paying for a public service of courts, of justice, and yet I'm having to go out, if I can afford it, to hire somebody to resolve my dispute. And inevitably, since a lot of people can't afford this, it gives rise to the perception of a two-track system of justice, where those who can afford it can get to the head of the line. And this is something, along with some other matters, that I think can cause the justice system to fall into disrepute, that has to be dealt with. - Chief Justice Ronald M. George
